As someone that has frequently used under level 80/new characters, and been able to use weaponmaster just fine before this update, I can definitely assure this is new and doesn't seem intentional as even with this update, the weapon was working just fine until it was randomly unequipped, or manually unequipped.
Boost a thief to lvl 80, do the first little bit of PoF story, grab 250 HPs - that's 25 incites and/or challenges - from the PoF or HoT maps to fully unlock the Deadeye Spec. You only have to unlock the first trait to use the Rifle I belive; but you will not have the optimal build. Fastest way is to find an HP train on LFG.
So today I decided I was going to level a new char 1-80 through crafting. I suggest crafting in Rata Sum as it's very central to the trade post. The tabs are the order in which I did my crafting. Not all crafts go to 400. A couple stop at 350 and some at 375. I only finish the 375-400 tier if it's cheap to do so. I.e. the cost per craft is ~6
